Cabinet Commends Independence Celebrations and Reviews Crime Trends, Student Welfare, and Public Service Awards

The Cabinet of Antigua and Barbuda, chaired by Acting Prime Minister the Hon. Sir Steadroy Benjamin, convened its weekly meeting on Wednesday in the absence of Prime Minister the Hon. Gaston Browne, who is currently in Brazil attending the COP30 climate conference.

The session opened with a devotional reading from Isaiah 40:28–31, delivered by a Pastor from the Evangelical Association, who offered prayers for each Cabinet Member and their families.

Independence Celebrations Praised

Members of Cabinet extended high commendation to the Minister for Festivals, the Hon. Daryll Matthew, and his team for the successful execution of the nation’s 44th Independence Anniversary celebrations. Special recognition was given to the outstanding participation of the nation’s youth in the Youth Rally and the Junior Panorama Competition.

The Cabinet noted that the Junior Panorama’s organization and performances were exceptional, and discussions were held on using the event’s model to revitalize the Senior Panorama for Carnival. One proposal under consideration includes hosting the competition at the Sir Vivian Richards Stadium using a two-stage format.

Her Excellency the Rt. Hon. Shirley Botchwey, Secretary-General of the Commonwealth, who attended the Ceremonial Parade and National Awards, also commended the quality of the celebrations. In her meeting with Acting Prime Minister Benjamin, she praised Prime Minister Gaston Browne’s early support for her candidacy and his leadership in championing Small Island Developing States. She also expressed confidence that Antigua and Barbuda will be fully prepared to host the 2026 Commonwealth Heads of Government Meeting (CHOGM).

Government Praised for Protecting Students During Hurricane Melissa

Cabinet reviewed letters from the Antigua and Barbuda Student Association of Jamaica expressing gratitude to the Government for its swift action during Hurricane Melissa.

The Office of the Prime Minister had secured accommodation for 53 students at the Jamaica Pegasus Hotel during the storm and coordinated logistics and potential evacuation support.

In correspondence addressed to Prime Minister Browne and Director-General of Communications Mr. Maurice Merchant, Association President Ms. Jewel Moore commended the government’s compassion and efficiency, noting that the response strengthened students’ connection to their homeland.

Cabinet commended the Prime Minister and all officials involved for ensuring the welfare and safety of Antiguan and Barbudan students abroad.

Crime Statistics Show Overall Decline

The Cabinet also reviewed the October 2025 Crime Statistics Report from the Criminal Record Office, which indicated a 10.3% decrease in total reported offences compared to the same period in 2024.

Key reductions were recorded in breaking and larceny (-9%), burglary (-27%), robbery (-12%), larceny (-6%), and malicious damage (-19%).

However, increases were noted in indecent assault (+50%), aggravated robbery (+57%), and sacrilege (+59%), while murders remained stable at ten cases, one less than last year.

The report also noted 44 firearm-related arrests, including three juveniles, and the recovery of 25 firearms and 290 rounds of ammunition.

Cabinet endorsed recommendations for expanded firearm tracing, stronger inter-agency coordination among Police, Customs, and the Coast Guard, and increased public awareness campaigns about penalties for illegal firearm possession.

New Public Service Award Proposed

Cabinet also reviewed a proposal submitted by His Excellency Sir Rodney Williams for the creation of a Long and Exemplary Public Service Medal, approved by His Majesty The King.

The award will recognize public officers with at least 25 years of distinguished service to the Government and people of Antigua and Barbuda.

The proposal includes three categories—Gold, Silver, and Certificate of Merit—with nominations to be made by the Prime Minister, Ministers, or Cabinet and reviewed by a selection committee at Government House.

The initiative is currently under review, with consultations underway to finalize eligibility criteria and administrative processes.

Other Matters

Cabinet acknowledged receipt of a letter from the Leader of the Opposition regarding alleged unauthorized government transactions involving motor vehicles. A formal response will be issued in due course.
