Antiguan Lawyer Appointed to Key Role in Global Climate Negotiations

An Antiguan legal professional has been selected to play a leading role in international climate negotiations, in a move that underscores the country’s growing influence in global environmental diplomacy.

Zachary Phillips

Zachary Phillips, a Crown Counsel in the Ministry of Legal Affairs, has been invited to serve as Legal Coordinator for 2026 for the Alliance of Small Island States. The organisation represents small island and low-lying coastal states in global climate discussions.

In his new role, Phillips will provide legal and strategic guidance to negotiators, contribute to the development of policy frameworks, and assist in drafting legal texts for international agreements.

He is expected to participate in major meetings, including sessions in Bonn and the COP31 climate conference, where AOSIS continues to advocate for stronger global action on climate change.

Government officials said the appointment reflects Antigua and Barbuda’s legal expertise and its continued leadership in advancing the interests of small island developing states.
