The Cabinet of Antigua and Barbuda has agreed on a new operating framework aimed at addressing longstanding concerns over night-time noise pollution in the English Harbour area, following extensive consultations with residents, business owners, and regulatory authorities.
The high-level meeting brought together homeowners, hoteliers, restaurateurs, club operators, the National Parks Authority, and the Royal Police Force of Antigua and Barbuda to openly discuss the impact of entertainment activities within the National Parks jurisdiction. Stakeholders acknowledged that English Harbour is a shared space, balancing residential life, tourism accommodation, and vibrant nightlife, each of which plays a critical role in the area’s identity and economy.
Minister for the area, the Honourable E. P. Chet Greene, emphasized that the Government’s objective was not to suppress entertainment or cultural expression, but to establish a reasonable balance that protects residents and hotel guests while allowing businesses to operate viably. Following detailed discussion, Cabinet endorsed a structured compromise governing operating hours, enforcement mechanisms, and special-event permissions.
Under the agreed framework, entertainment establishments will operate until later hours on weekends, with earlier closing times on weekdays. Provisions are also included for extended hours during major national and cultural events, subject to approval and advance community notification by the National Parks Authority. Operators are required to calibrate sound systems responsibly and avoid practices that exacerbate noise transmission.
Cabinet directed that the National Parks Authority, working alongside the Police, ensure consistent enforcement and ongoing dialogue with stakeholders. The arrangements will be reviewed after an initial implementation period to assess effectiveness and community impact. Cabinet described the agreement as a practical and respectful solution that preserves English Harbour as a premier tourism and cultural destination while safeguarding quality of life.
